She specializes in community and economic development, organizational business development, policy design, and competitive grant acquisition. Her work is grounded in a deep understanding of how programs, people, and financial systems must align to achieve long-term stability.

Byron Horne brings more than 30 years of human resources leadership and policy development expertise to GrantFul Impact Consulting. As a SHRM-certified professional with deep experience across corporate, government, and nonprofit environments, he strengthens the internal infrastructure organizations need to operate with accountability, consistency, and long-term stability.

Byron specializes in building HR systems that support organizational growth—from compliance-driven policy design and workforce planning to performance management, employee relations, and administrative structure. He has led HR departments through periods of transition, expansion, and organizational change, ensuring that policies, procedures, and governance models align with federal standards, employment law, and strategic goals.
